ELECTION COMMISSION OF INDIA HOLDS MEET FOR DELHI ASSEMBLY ELECTIONS 2015 WITH ALL DEOs/DCPs

New Delhi: A meeting was held by Election Commission of India with all the DEOs/DCPs, which was attended by CEO, Delhi and Jt. Commissioner of Police (Election) Delhi today i.e. 30.01.2015.

• In his opening remark Chief Election Commissioner, Shri Brahma exhorted all the DEOs and DCPs to implement the law of the land specially the Representation of People Act in letters and spirit.
• He expressed happiness that single window system has been working in a hassle free manner in every district and no major complaints from any political party or candidate has been made in ECI.
• He further emphasized to have clarity on guidelines of MCC which will enable the DEOs and DCPs to implement it in an efficient manner. He further directed that standby arrangements in RO office, DEO office and CEO office should be made for redressal of the grievances of political parties and candidates.
• He further directed the DEOs to be through with the ASD list and while distributing the voters slip, ASD list should be updated. He further said that every measures could be taken for ethical voting and the menace of liquor, money and muscle should be completely eliminated. On the issue of law and order he laid emphasis on seizure on illegal liquor and deposition of licensed arms.
• Mr. Zaidi, the Election Commissioner while briefing the DEOs and DCPs stressed upon the issue of border area sensitivity and directed to DEOs to hold the meeting with their counter part in adjoining states for checking the inflow of muscle power, liquor and money. Further he said genuine distribution of voter slip should be done and all BLOs should make account of the voters slip distributed to the electors. He further directed the DEOs to ensure that the basic minimum facilities in the Polling Stations are available.
• In the meeting the Commission emphasized that every district should have security plan duly approved by the observers.
• Further it was decided that more voter awareness programmes should be done and FM channel/Radio should be used in our campaign for ethical voting. Information to the voters on EVM and VVPAT should be disseminated. Commission further directed the DEOs and DCPs to be more vigilant during the period which is 48 hours before the conclusion of the poll when there is maximum propensity of distribution of money and liquor by the political parties to the voters.
• Commission further emphasized that Excise Commissioners of adjoining states should also be kept in loop and all endeavours should be made for checking inflow of liquor in Delhi during the election period.

VOTERS IN ASSEMBLY ELECTIONS

• In 2013 Delhi Assembly Elections, there were 1.19 crore voters and at the time of Lok Sabha Election there were 1.27 crores voters.
• As per the electoral roll finalised on 21.01.2015 the total electors in Delhi are 1,33,09,078.  Gender Ratio : 801,  18-19 age  group ; 227316
• After 2015, the Summary Revision, 4,62,221 applications were received which resulted in with net addition of 2,38,159 voters.

ASD LIST & DISTRIBUTION OF PHOTO VOTER SLIP

• As on date 76874 electors have been included in ASD list, however, the list will be further revised after distribution of photo voter slips to the electors.
• The distribution of photo voter slip will commence from 01.02.2015 to 04.02.2015 by the Booth Level Officers. The BLOs will keep the record of the distribution.
• The residual voter slip will be distributed at the facilitation centres – voter assistance booth at each Polling Stations.

Postal ballots

• All 5110 service voters have been dispatched the postal ballot papers on 25^th and 26 January, 2015.
• All election staff both civil and Police including drivers of private vehicle deployed on polling duty have been extended postal ballot facility.
• So far auto generated Form 12 have been issued to 46067 civilian staff and 26408 police personnel.
• The polling staff will cast their postal ballot during the second training being held between 1^st to 3^rd January, 2015 and the Police staff are being provided with special facilitation centres one in each district which will operate for three days from 2^nd February, to 4^th February, between 9.00AM to 5.00 PM.
• The venue dates and time are also being published.

LAW & ORDER SITUATION

• 1219 non-bail-able warrant has been issued by the Delhi Police. There will be a video conference with CSs of UP and Haryana alongwith the DGPs.
• The Delhi Police has put in place 108 mortrable pickets and 44 non-mortrable pickets
• Deployment of Central Para Military Forces
• Adequate forces are being deployed that will take care area domains also.

SVEEP

• 36 Nukad Naataks shall be performed by ASMITA Theatre Group between 31.01.2015 to 06.02.2015.  The inaugural programme shall be held at 1.00 PM on 31.01.2015 at Palika Bazar Park in Connaught Place.
• Voter’s awareness campaign launched in Delhi Metro.
• Mega events are being organised in district South, North-East, West, for Voter’s awareness
• All multiplexes / theatres shall be playing theme song for Voter’s motivation from 31.01.2015.
• Outdoor campaign to be started from 01.02.2015 all over Delhi.
• Voter’s awareness campaign through FM Channels started and further to be intensified from 01.02.2015.

Single Window Clearance

• Single Window System for permission functioning at 9 Centres. Approx. 12000 permissions of all type granted.
